Just doing a straight translation. It's in transcript format of a news report.

[Journalist] One idol group's YouTube video was found with a drastic spike in views within a few hours for no particular reason at all, lending to suspicion of manipulation.

MBN investigated into the matter and discovered that through an American YouTube website, views can be easily manipulated.

[Journalist/Lee Hae Wan] For just $6, you can submit an order to a company to raise the views of a video from 42 to 3,600 in just under a day. Some obvious signs of the views being manipulated can be seen in the most viewed countries, which were listed as the Netherlands and Germany despite the video being in Korean.

The average time people viewed the video was listed as 0 seconds. The company claimed that they can raise views up to 350,000 and admitted to having experience with K-Pop video requests.

[Interview: Industry insider] "There are a lot of people in the industry who manipulate YouTube views. The problem is that those views make up a big reflection in the rankings for music programs."
